Dear all
We (DOCUMENTA, from Spain) are interested. And we would
like to present the service cheque in detail since we
think it is a very good experience implemented at the
same time by different actors (third sector, public sector
and enterprises). We have implemented it in two different
contexts through two different projects (any of the two
could be presented). One of them (called Astillero
Quality Cheque) at regional level which is already finished and
another one (called CONSAR) which is right now been
implemented (from January) at national level (which
is not too common either) in three different regions in
Spain with a pretty good evaluation and further interest
about possibilities of making the pilot project (which
is supossed to finish in December) last longer, already
shown by all actors.
It is not too easy to describe it in just 10 lines so
I try my best and attached a longer resume of each of
the projects.
The Service Cheque is an alternative payments instrument,
non universal, focused on fostering demand's solvency
by reducing the cost per hour of the service to the user,
without this reduction having to be paid by the enterprise
that gives the service, and establishing a minimum quality
rules for those services given.
Main characteristics: Local environment Cheque; Multi-service
Cheque; Nominal Cheque; Advance Payment Cheque; Multi-agents
Cheque.
Main general aims of Service Cheque are: quality of service
offered through it, employment creation at local level
(legal one, bringing up that from the informal labour
market which is the one that usually cover most of the
proximity services offered at local level in all Europe),
to make informal services come up and to create new local
enterprises and improving citizenâs quality of life.
Multiple actors involved: Public Sector, Enterprises and
Third Sector.
